The Healthcare Co-operative Federation of Canada is incorporated as a co-operative under Canadian federal legislation.  Any changes to the Bylaws must be taken to a General Meeting and submitted to the federal registrar.

Substantive policies are also taken to the membership at a General Meeting.

Non-substantive policies can be established or adopted by the Board with written notice to the membership.
